Hot water is best for men and women. It's supposed to open up the hair folicles, prevent razor burn, and give a closer shave.

Warm, you need it to open up the pores, if you use hot water and then a cream for shaving/hair removel with chemicals you will most likely get side effects like red/itchy skin and sometimes little hive-like things.
