Best place - well, its hard to tell. Depends on what you like and on the price :). I would think that a combination of spa and ski might be a good way to spend your time, so this is what I suggest:
Book a room for a couple of days at the Roman Bath hotel in Banya near Bansko - warm mineral water swimming pool:

Get ready for higher prices for NYE, so agree prices in advance/buy a packet.
Go skiing on the pistes near Bansko. For NYE book a table at one of the taverns (mehanas)

in the centre of Bansko and get ready for local music and a meat and red wine menu (well, you could ask for advise and order a vegetarian feast, but this is not what the locals would do for NYE:). If meat is OK, then try the local kapama.
Well, naturally, even the best deal can go all wrong, and vice versa. But with a good company and a positive attitude chances are you have a great time. So, good luck!
