No one person. It was originally a mnemonic device used to recount the details of a story or an event. You have to remember that before writing, the only way to recount anything was by way of memory. Villages had people who specialized in this and were used to "record" in memory who said what about what or who in councils and other negotiations.

No one. memorizing a text was easier if it was rhythmic so educational texts were written like that and then gradually the use of poetry was expanded.
