At least in Bombay you can find this type of renters.
They had advertisements in Times of India, all the time.
Check Mysore India news paper, also check car renter, most car rentals in India come with the drivers any way.
Contact a good travel agent in Mysore India, that may be your best bet.
You will buy the fuel also, they may not be Diesel.

In India, you anyway cannot rent a car without the driver coming with it. There should be a zillion car rental and taxi services in any city in India. In Mysore you can check with Bharat International.
I would recommend a Tata Indigo TDi
