In "Internet Explorer" goto
Tools>>Internet Options>>Content

Enable the "Content Advisor". It will give you many options like making an "Allow list fr web-sites", setting password , blocking porn...

depends on the language you use, but a simple htaccess file with a htpasswd tied it is enough.
