Need to know how to keep nieghbors pets quite, and to stop them and my own pet from using the flower beds for toilet

You can't keep your neighbors pets quiet; that's their job. You shouldn't have to control them and you shouldn't anyways. As for your pets, spray a deterent in the flower bed to distract your dog from going in there.

you cant control their barking because they are probably used to it, and its takes persistence. as far as using your flower beds, just put their to remove their odor so they dont leave a mark

You can't control your neighbors pets, only they can. Your flowerbeds are outside. That's their territory, we just borrow it.

tell the neighbors to controll their animals, you can't do anything except that and calling the police
