The system will not POST (Power On Self Test). You'll probably hear a series of beeps; each motherboard has a set of POST beeps that indicate various problems, like no RAM, CPU not seated, no video, etc.
POST checks for the presence of a CPU, RAM, keyboard, and video (every system must have at least these components in order to function) and performs a very basic diagnostic test on all hardware to make sure devices are function and/or configured properly.

RAM is random access memory. Every motherboard comes with a minimum of on-board RAM. Without any RAM, the computer will get a memory error, or a stack overflow error, or will give you a message something like "0/S not found" or "missing boot sector." In other words, it won't run.
You might be referring to ROM = read only memory. That's the program code built into the hardware components that allows the computer to start up and have enough information (drivers) to be able to read the hard drive for more information - to pull itself up "by its own bootstraps" -- to boot itself into electronic awareness. Needless to say, without ROM the computer will not run because it will lack the basic information to do so.

I don't think the OS will boot up.
It will give you an error right away saying no memory installed. Not even sure if you can alternate that in BIOS. I believe you have to have at least some memory.

Haven't tried, but since there is no memory, there is nowhere to put programming of any kind. The board will probably hang on POST.

You will get a black screen and the computer will beep three times simultaneously. The system will halt. and therefore- nothing happens
