where? Their are already hundreds of thousands of Palestinians in places like Jordan, Lebanon and Saudi Arabia.
The problem is with the exception of Jordan none are given citizenship in those nations. What you have is refugee camps with people suffering and told that its all Israel's fault and that you should work to destroy Israel.
The Palestinians are used as pawns by other Arab nations in their war against Israel.
The only way you can have peace in Israel without the two state solution (which is highly unlikely to work).
is to purchase a nation for the Palestinians. If Israel would buy 20% of Oman and make it into a Palestinian state and then pay the 2 million Palestinians to move their you might have a chance at making peace.
The problem is it is unlikely to happen because Arab nations in the Middle East need a war with Israel. As long as their are Palestinians suffering nations like Saudi Arabia can tell its 50% unemployed population that their suffering is because of Israel. The moment their is peace those nations will fall or have to start taking care of their citizens and stop making excuses.

the neighboring countries won't take them. israel has offered gaza and the west bank to egypt and jordan, but they said no, let the israelis keep them. some of the countries have actually added laws into their constitution to make it difficult for the palestinians to settle there. in lebanon, palestinians and their descendants are barred from almost a hundred occupations and are forbidden from owning property. their explanation to the world? "to protect the palestinians right of return to israel."
none of the palestinian leaders ever put any of money the receive as foreign aid into improving the conditions of the palestinians. if they ever put any of that money into improving education or employment, then the palestinians might become satisfied with their lot and want to live in peace instead of war against israel. the arabs would never allow that to happen. so instead, they buy weapons, and place their terrorist bases in areas as highly populated by civilians as possible, so that everytime israel wants to counterattack they have no choice but to kill a huge amount of civilians in the process. the arab leaders aren't stupid, after hundreds of years of arab dictators controlling all the power they know that the best way to KEEP the power is to keep the people in as crappy living conditions as possible and to direct all of their anger at somebody else. the united states once gave the palestinian authority a bunch of money to set up summer camps for the kids, and what does the cronies do? they set up camps alright - to train young children how to be suicide bombers. the US quickly stopped giving them funds to set up camps after that.
the sad situation is that the arabs don't give a crap about the palestinians, and while the israelis were once sympathetic to their cause and wanted to help, all those feelings are long gone now.

In Arabia there are vast empty lands (with seas of liquid gold running under them). The Arabian Peninsula is the homeland of the Arab nation, and of their religion, Islam.
Hebrew is the language native to the Land of Israel.
Israel is the Jewish homeland.
The answer to your question is yes. This should be facilitated by the Arab nations, but the first step needs to be for the Arabs to grow beyond their crazy anti-Semitic hate culture and care enough about their brethren in the land of Israel to get them out and give them a chance at a decent life.

I think you will find that, that has already been done - hence the fighting!!!!
Moving people won't work. Intelligent thinking and negotiating is the only way to achieve peace and that is probably impossible due to the entrenched stance of Hezbollah and Hamas. The leaders of these two groups are so involved in terror, weapons and hatred that they do not have the ability to see what it is doing to their own people. This is further hampered by the stance of Iran.
The world must learn to live in peace and tolerate each others religions and stop trying to force their religious views on others.
