Remember, whenever you think you've deleted files from your computer, and need to undelete them, hold off on making changes to your hard drive as much as possible.
Don't defragment your hard drive, don't reinstall the operating system. Try to minimize downloading new files, and installing new programs. If you've got a second hard drive, great, that would be the best place to install a Data Recovery program.
Data recovery tools are available. The most basic data recovery tools are are undelete programs, which tend to be fairly basic. Some only work if they're installed before you delete the files, some can be installed after the problem happened, and still work.
If you can't find the files, and can't undelete them, please post a question about data recovery. I don't want to get you into this too much before you've had a chance to see if the files are still there.

If you removed a user account a system restore should be able to restore the user account,
If you are looking for specific files you want to recover you can try

Just make sure you recover the files before you do to many things and your computer writes on top of your files that you deleted.

Your only possible help would be to see if the computer saves the userid's files and settings when it was deleted. If it didn't you may be out of luck.
