I'm referring to the moment of inertia of a sphere vs. a hoop.

They wouldn't be. How would you control a sphere? How would you attach it? How much of it would be in contact with the road, that is, friction?

Bad idea.

Hydroplaning is already a significant problem. Putting a car on top of what are already the perfect shape of a buoy will compound this problem.
