When useing FireFox or similar Browsers other than Internet Explorer Rather Than opening a new window to have multiple pages you open a new tab that appears under the address bar... It enables you to have more than one page on the same broswer...

A tab is another window opened in the same browser, so you have multiple windows opened under one browers. There will be tabs listed that show what tab/window you are using and what ones you were using but haven't closed.

Assuming that you are refering to the new Windows IE 7, where you can have multiple pages open on different tabes...
It means that you have more than one page open and it is just reminding you of that so you don't close a covered page that you forgot about but want to keep open.

do you know tabbed browsing?
if no,
try open a link with holding Ctrl ( in IE7 and FireFox 2.0 )
then your link opens in a new tab...
