It is always best if you can handle this in-house, but if you are worried, then you may make an anonymous complaint. OR:
Take lots of pictures of what you construe as the issue. Contact your local Health and Welfare agency, ask them if this falls under thier jursdiction, if it does not, they can point you in the right direction (there are also senior rights groups, etc.). Then, let management know the bathrooms are not clean and pose a health hazard, give them copies of the pictures. Let them know you do not want to go to any agency, you want to allow them the dignity to care for this up front.
If they hesitate, then let them know you are considering contacting XXXXX. If they balk, let them know that when the agency comes out, they tend to scrutinize everything and that it iwll impact the owners fiscally, this may motivate management.
Common facilities are a responsibility of the park management/owners, not yours. You pay for these services via your monthly fees. You could also then sue in small claims to get money back. This is going pretty far, but let's face it, your health and well being are worth it. Handled appropriately and all will recognize you as the honest, respectful, and reasonable person you are.
