He could be suffering from erectile dystfunction. Or he could be so nervous that he can't get it up. I remember one time I was with this girl and she was so hot and I'd wanted her for a long time but when it came to party time I couldn't get it up, but she was understanding and we took a rain check and I had a great time with her later.

you mean all the time? no one can have an erection all the time, not even a man. if you're touching it and he still can't get it up then he's most probably an ar.se bandit, unlucky

No, it means that he is currently not sexually aroused. When with a woman do you mean sexually. Maybe you are so worried about other things that you are not focusing on the task at hand. Could be that you are just not attracted to that woman.

if could mean either but most likely neither.... it may be a psychological thing, emotional thing relating to past events and self confidence or sometimes you may just not be in the mood

Not necessarily....it may be erectile disfunction. See a proctologist. On that note, I heard a joke on the radio....don't take it personally, I just found it funny:

Your proctoligist called....he found your head!

Haha.
