You can masturbate starting at any time. It's your body, you can do whatever you like with yourself! Just make sure you do it in private, not in public! ;)

According to my mother, I was at it by age 2. I didn't even realize what I was doing, it just felt good.
Any age is okay, it won't harm you in any way. Just make sure your hands are clean.
I don't know of any websites for this. It's something you have to figure out yourself.

at any age... usually small children play with themselves.. not thinking n e thing naughty.. but they do it becuase they are exploring their body, and they realize that it has a lot of "feeling"
here is the thing... at 10 u are wanting to understand ur body and what not.. thats normal.. but u should be concerned tooo much with finishing, that might mean u have a hormonal problem sooo early... i used to explore my body in the shower.. i was younge... but i never thought of trying to do it get pleasure from it..
another thing... u should talk to ur mother.. she might of had the same thing when she was ur age and knows what u are going through... its good to have confidence in her.. if not then find an older person to talk to seriously
