If you can, try to get your hotel through Priceline. My DH and I stayed downtown at the Radisson for $30/night plus I think we paid $10 for parking in the hotel garage. They even hooked us up with a nice riverfront room in front of the Arch. If you haven't used priceline before, you pick the location, star rating and price, and if you're lucky, they'll find something that fits.
The zoo in STL is excellent, but in December, it may be a bit cold. The Brewery is free, but I've never been. For restaurants, there are tons to go to! The Hill is Italian food that is really food and not too expensive. There are also more exotic foods such as Turkish, Thai, Nepalise, etc. Going in the arch is fairly cheap, but again, I'm not sure if it's open in the winter.

I assume you'll be staying downtown, so depending on what you like, there are plenty of free and cheap things to do. Forest Park is a haven for free activities including the Zoo, the art museum, and the science museum.
In addition, there is Union Station which has plenty to choose from with shopping to eating. The landing also has a few good eateries that are worth checking out.

The Zoo is free, the Art Musuem is free, the Missouri History Museum is free - all are in Forest Park. Bring your raquetball raquets, the outdoor public courts are free.
Grant's Farm in Affton is free - just be sure to go on line and get a reservation.
For food, just head to the "Hill" -- some of the best Italian in the US. My persona favorite is Lo Russo's Cucina.
Hey St. Louis is a great city with a ton to do. I lived there for 19 years and it remains my favorite large US city.

The Zoo is free.
Elders restaurant just north of 70 on 61 has the best pizza in the country.
Thurmers for Rib-Eye steak sandwiches.
You have to go up in the Arch of course.
That all I can remember off-hand...

you could explore the old courthouse downtown. then tour the anheuser-busch brewery. you may also waqnt to check out the st. louis zoo. and if you get hungry, try st. louis' own Imo's pizza.Everything but the pizza is free. and at the brewery you get free samples.
