Like some have already said - sim card contacts can be read using a card reader or another phone.
It may be worth trying a cable connection to your phone for reading phone memory contacts. The phone should not need to fully initialise to read its memory.

If you have a phone from the same carrier than you can take your sim card out and put it in that phone, depending on if you saved your contacts on the sim card and not in the memory.

If they are saved to your sim which is always best then you can put your sim in another phone and retrieve them. Or you can by a sim backup and store them in here.

if the numbers are stored on the SIM, you can put it into another compatible handset to retrieve your contacts.
if they are held on the phone memory - you're screwed !

Contact NOKIA on 0800 6051057 then tell them the problem. They will ask for your PIN, and then they will give you your contacts.
