Sounds like you need to have them cleaned out.

All the answers are wrong. The problem usually is at the point where your duct-work joins your ceiling vent, or register in the attic. If it was not sealed properly the air moving past the gap (it can be as small as the point of a pin) it will create a venturi affect and pull in unfiltered air from your attic, allowing it to build up on the grill, ceiling, or wall close to it. Have a lic A/C contractor remove the grills to seal all joints, and check your duct for holes or tears, they will do the same thing. P.S. do not pay to have your ducts cleaned, it just causes more damage.

DUST IS BASICALLY 95% DEAD SKIN. YOU SHED YOUR SKIN ALOT MORE THAN YOU THINK, NO MATTER HOW MUCH YOU MOISTURIZE. THE SKIN CELLS FLY AROUND ALL THE TIME. DURING THE SUMMER, WHEN YOU AHVE THE HEAT OFF. THE DUST SETTLES IN AREAS OF LEAST AIRFLOW, NAMELY VENTING NOT BEING USED. THEN WHEN IT GETS COLDER OUTSIDE, YOU TURN ON THE VENTS, AND ALL THE DUST THAT COLLECTED IS NOW BEING PUSHED OUT.

Have a duct cleaner clean your ducts, check and regulate the air flow. change out filters and replace with the pleated type, that remove smaller particulate.
