It's not yet worth the face value of $100.00. Without knowing what series bond you have (like and I Bond, or EE) and the month and year it was issued there's no way for me to tell exactly. An EE bond issued in Jan, 1997 is worth about $71.
If you go here

you can price your bonds without going to the bank

bonds usually take at least 20 years to reach face value, depending on the interest rate at the time of purchase. they'll earn for a total of 30 years, then they are considered mature. Savings bonds are actually a decent small investment because the interest rates are higher than some small savings accounts.

The savings bond has a FACE VALUE of $100. It was purchased for $50. ALL US savings bonds are sold at 1/2 the face value. That has been true for as long as US Savings bonds have existed.

It is worth $100. Rolling it over, you mean buying another $100 US Savings Bond ? Hate to say this but US Savings Bonds are not a good investment.

You have to wait till the bond has matured to get full value from it, most are at least 10 years, if not 20.

Most banks will be able to help you understand what kind of bond you have (series) and when it matures. Give one a call.
