how does one can install program through cd rom when it does not read, how can i format and install window xp when cd rom is not read by my pc?

Teach your computer to read.
If the cdrom drive shows up in "my computer" then its just a matter of turning on autorun.....if its not there then you'lll have to boot into your BIOS and set it to detect it, if it still doesn't "see" the cdrom then the problem could be a bad cable or the drive itself has gone bad. Worst case scenario is its the power supply on your pc that is the problem and doesn't have enough "juice" to run your stuff.

As,Jayant have mentioned you can check whether your cd rom is defect or not, and you can also still format and install win xp if you have the xp backup in your hard drive, when you boot up you've to configurate your bios to boot from the hard disk instead of the cd rom
Another method is to connect your pc to another pc by using a cross over cable.

2 Solutions:
Try to connect some other PC's CD-ROM to your computer & see if its working. Will tell you if its a problem with the CD-ROM.or power supply cable, etc.
If you are not able to get someone's CD-ROM, take your hard drive to someone & connect it as slave & transfer the XP setup to your hard drive & then put it back in your computer to install from DOS. However, remember you would need a Bootable floppy with you !

First check there are tree cable in cd rom its connected or not if its connected then use any lence cleaning cd to clean lence if after do this not work then call any hardware egg
