Usually when you see anything after 12:00 it refers to the p.m hour. So 15:48 means 3:48p.m.

Depends on where you live.
Example; If, you live on the East coast of America it is 3:48 p.m. eastern time. If, you live on the West coast it is 3:48 p.m. pacific time.
In Hours and Minutes your are at the 15th hour of the day plus 48 minutes. In 12 more minutes you be a the 16th hour of the day; 16:00.
If, it GMT (Greenwich Mean Time, I think that it) then this is the time in London (I believe) so to know you time you would need to know the time difference between London and your location.

When a time is written using colons, the first set of numbers is hours, the second minutes, and sometimes you will see seconds seperated by another colon, or a decimal point/period.

So 15 hours and 48 minutes.

Using a 24 hour clock, the hours up to 12 represent am time, with 13 and up representing pm time.

So if you see an hour over 12, simply subtract 12 to get the hour in pm.

So 15 - 12 = 3 pm.
