Yes it means very fast, but a New York Minute is the time in New York City that it takes from the Traffic Light turning GREEN until the car behind you starts HONKING the horn....about 2 milliseconds. The phrase is a testament to the impatience of New Yorkers.

It means that people are so busy in New York that a minute is less than a minute, like 30 seconds...

All the above answers are good, but another possibility is that so much happens in NYC in one minute. New Yorkers don't hold the monopoly on being assholes, you can find that anywhere in the world. The time I spent in NYC was enjoyable, but I doubt I would go back. When all is said and done, it's just another big city.

38 Seconds in a NY minute and stop wasting my time.

I found this...

"Life can turn on a dime. When it does, nothing is the same... ever. Neither are we. Sure, we can recover. Yes, life can be filled with joy again. But we are not the same... ever."
