Why don't men wash their hands in public bathrooms?

While in a public restroom, I've noticed that most other men do not wash their hands after going #1 or #2. This is repugnantly gross. Is it laziness? What if I have to shake their hand later. How many men walking around in public haven't washed their hands?

LOTS. That is why you should always have a bottle of hand sanitizer ready.
