My Fiance and I want to get married, but we have the fear that his wife won't sign the divorce papers. (They have been seperated for nearly 4 years) Also is there somewhere we can go for free/low cost divorce services?

you'll have to pay money... and good news.... you should be able to get your divorce.. depending on the state... 4yrs is enough time for a judge to rule on the matter.... but you'll need an attorney. Divorce is pretty simple and if they're not seeking custody or money/property, you can get away with an inexpensive attorney. however if she wants to be a B, spend the money, get yourself a good attorney, and get it over and done with.

Just under two years of living seperate and apart the divorce becomes no-fault. It is just a matter of going through the motions of filing the correct papers, a brief court room procedure, and it can be done, even if the spouse is not there to appear in court.
However, there is a point I wish to bring up in your question:
Why, after four years, hasn't the above process been done? To me this is a "red Flag" that there is an issue not being address between the two of you. Before getting married, I would seek some sort of counciling to be sure there are no hidden issues behind this situation.

As there is 4 years of separation your fiance will easily get divorce. It appears he has no children. If there is no property involved your expenses should be minimum.

He asked you to marry him before he was divorced. You are bad for saying yes.
Doesn't matter if he's been separated for a long time.

What have they been waiting on?
Get a good lawyer, maybe on th egrounds of abandonment she won't even have to sign anything.

She doesn't have to sign, the court will order it.

Call the Bar Association. They can hook you up with law students who will work pro bono.
