the other guy got it half right. you need to use mystery gift.
however, in third gen pokemon (fire, leaf, and emerald specifically, because MG isn't available to ruby/sapphire) mystery gift doesn't communicate with other people's games like it did in second gen games.

u have to have the mystery gift. in order to get it u have to go to any pokemart and take the survey and write link together with all and then u save shut it off and then open it again. then on ur load screen u will c mystery gift but in order to unlock it u have to link up with a friend
