No, there are 9. There are an odd number in order to prevent ties. Likewise, many of the hot button issues have been 5 to 4 decissions (like abortion, affirmative action, separation of state and religion issues).

No. Just 7. FDR tried to increase it to 9 in the 1940's but he failed.
UPDATE - My bad. Dumb mistake on my part. Everyone who said 9 is right. FDR tried to increase it to 11.
