Do you know of a good online internet game that lets you build your own city or something for free?

You could try PuzzlePirates.com if you haven't already.
You build your character (Pirate) up and when you really get farther and farther into the game, you can then actually build cities on islands or take over occupied islands. You do need to be pretty advanced to get that high but it's not incredibly hard. I've been playing for about oooh 6 months and I don't play every single day but I am slowly learning what it takes to run an island, my own shops, my own pirate crew, etc.
I'll definitely check back on the answers to your questions as well because I'd be interested in something out there that is more of what you're looking for perhaps.

No city building here, but
its a good online RPG game. Its a multiplayer game too.
Its called Zeus' Legacy.
Free,fun,worthwhile,and non-download.

nothing good comes free, but the pc game city life is a good one for building citys and that, its the newest one by sim citys, get it at walmart for $30
