Get a wide tip white board marker. Go over the permanent marker with the white board marker. You will be able to wash off the permanent marker because the white board marker solvent lifts it from the surface.

wash using some good liquid. well you need expert cleaning advice. so the best way is to consult a good cleaning company. so the might tell you or help you get off the mark from your car. yeah its serious thing,. talk to the kid's parent and sue them if you want. If not beat the stray kids when you see them on the road, well i guess that may not be a good idea, the stray kids may hide somewhere you may not find them, or they may throw stone at you . so be careful there are some risk associated with that. wear a helmet while running after them and wear all protective clothes
If they vandalise your property or governement property, write an application in the local police station and tell them to watch out these stray kids. you should infom your neighbour that so that they may help to prevent these things in your community.
If these things keep going repeatatively and if you are working , tell your agent to find a better flat to live and leave that place , which may be unsafe for you.
All the Best

I would get the parents to pay anyways!! that's a very rude thing to do, no matter if the paint comes off or not.. hope you called the cops.
Call the cops and get them to take finger prints off the car before cleaning it up.
Remedy to remove Permanent Marker:
Avon- Skin- So- Soft. Just buy a bottle, you'd be surprised.
It removes stains like that, as well as tar off the car, and driveways.

Try Mr. Clean magic erasers. It took marker off of the walls in my house but I'm not sure about your car. You can get them at WalMart for about 3 dollars. You should probably talk to his parents and tell them that he needs to clean it off and if he don't they will be buying a new paint job for your car. You don't want to let him walk away without any punishment. Good Luck!

you can not really get sharpie off of a car but you can scrub real hard and pray that it comes off or you can just get a paint job on that certain spot of the car.

NO ACCETONE!
I agree with the others, Rubbing Compound will work the best.

DON'T USE ACETONE! That is paint remover.
Try fine rubbing compound and elbow grease.
