err...do you mean bitumen? If so it is basically tar, so petrol will dissolve it

Aled Roberts is a Contracts Manager at major construction and tarmac firm, the Hogan Group - experts in concrete, asphalt and contracting, who know how tricky it can be to remove bitumen. Hogan Group tested the NATURoil tar solvent in the demanding environment of their day to day work, where products have to perform properly first time. Aled comments that “The solvent works well, cleaning the shovels and machinery very well. We normally use PS9, a time factor chemical release agent to clean our equipment. The bio-solvent is at least as good as PS9, but environmentally friendly, and the lads were very happy with it. It’s a very interesting product.”
Dave Preskett, who developed the NATURoil bitumen solvent, points out its multiple advantages. “Essentially, this stuff works brilliantly - it has low odour, a very high flashpoint, and is highly effective at removing bitumen. Dead easy way to remove bitumen from anything. try using Product called WD40 its available from all diy stores and many other outlets

There are plenty of ways of removing it but it all depends on what your trying to remove it from???

You can buy a spray bottle of Degreaser, that will take tar off anything without destroying it.

Try white spirits,turps petrol is a last resort,all flammable
so take care.
