okay so if you really want your eyes to BOOM... you'll want to use a bronze/copper kind of color on your lids. accent it with a light pale off white color right under your brow and lastly finish things off with black eyeliner (liquid or stick whichever you're comfortable with) on the top eyelid to give your lashes some definition.
Ex: http://www.hipcolor.com/default.aspx?
Colors you'll want to avoid are hard cold colors... anything too Dark (smokey look) (the only exception with the smoked look is if you use brown instead of Gray/black) you'll drown yourself out with colors too dark. Try warm colors... dark oranges, medium greens, rich blues, purples, etc. Think... Jewel Tones.

look around see what you think.
natural bronzes and browns would look really pretty on your skin tone as well.

as well as Light shimery/metalic colors.

for a good line of makeup (not pricey) with those colors i suggest looking into Lo'real they've something for everyone!!!! Remember dont' be afraid of color! Express yourself!

natural colours during the day i.e peaches and brown tones (put the litter colours on the inside corner of you eyes and use a darker tone on the outside edge, this ways your eyes will look much wider and brighter) and on a night out you can go dark greens to compliment you eye colour. Your lucky because brown hair suits most colours and blue goes with everything.
use a base like Benefit's F Y EYE around £10 from boots and Debenhams as this helps keep the eye shadow in place all day.

A darker shade of taupe or a nice grey would be nice. Don't go too dark.
I think everyone should avoid shadows that are blue, dark blue, purple, green etc. That also goes with liners.
For cheeks, use a light soft pink. Stay away from the warmer tones such as bronzers, or peach.

I also have brown hair, blue eyes, and ivory skin so i wear a lavender or dark brown eye shadow. Stay away from blue, pink, and white!!!! Gray eyeshadow is a signature color for people with blue eyes and brown hair. black eyeliner is okay but dont over do it!!

Cover girl makes this eye shadow called tapestry taupe, wear that as shadow, use BLACK mascara, and use black eyeliner on the LOWER INSIDE lid ONLY!!! Right above your lower lashes by the inner part of your eye. Use Revlon colorstay to avoid smudgyness, and put powder under your eyes after words to avoid it smearing. It looks amazing. TRUST ME! Good luck

Avoid dark colors (brown, black, darker greens, golds, bronzes, grays)
Lean more toward pastels (pink, rose red, lavender, baby blue, sky blue, magenta, light green, light orange, etc)
Apply everything LIGHTLY
Use dark mascara and light eyeliner to make your baby blues pop!
A splash of blush never hurt pale cheeks, but still go LIGHT

If I were you, I would wear shimmery browns and coppers, they will bring our your blue eyes. But if they are just plain browns and coppers they will make your skin look a bit dull, so go for the shimmer look.
