Ammonia and water, use a soft toothbrush to "scrub" the dirt off or you can just soak the items in the solution.
As a jewelry anal person, I would be wary of using toothpaste. It can have small microscrubbers in it that can scratch or damage jewely.
DO NOT USE BLEACH. It weakens and destroys gold!!!

If it is silver with no stones put some aluminium foil in the sink with hot water and add about a cup of salt. Lay your jewellry on the foil and it should take off the tarnish. Rinse well and dry with a soft cloth.

If you will take an old toothbrush and scrub the jewlrey with some toothpaste it will shine it up very nicely.

Using regular scented amonia works good and it really sparkles afterwards. Just cover your jewelry with amonia (I usually leave it in overnight), rinse it with water and dry it well. Clean and sparkly!
