If you believe a scam has taken place contact your local police department alot of police departments have fraud task forces. If needed they will contact the F.B.I.

You can report them all you want but most of the scams that come to you are coming from other countries and we have no jurisdiction there and cannot prosecute or convict anyone of a crime. If you can prove that a scam is originating here in the US then you can report it to several agencies. However the scam would have to be of substantial interest in order for any charges to be filed. The best thing you can do is just keep a sharp lookout for them and stay away. Remember the Internet is the World Wide Web and you wouldn't think of sending cash in a envelope to someone in Bagdad with the promise of getting a new laptop in return would you?

If you are getting "scam" e-mails in regards to your Paypal or EBay account, or any other legitimate business on-line, most of these have departments that deal with fraudulent e-mails. You can e-mail them and ask where to send the e-mail you received. For instance, eBay's is spoof@ebay.com.
If it is some other kind of scam...such as a lawyer [supposedly] writing from another country saying you have a loved one who has died and left you a lot of money. Just delete it. Whatever you do, do not answer it or send them any money!

Internet Crime Complaint Center (IC3) http://www.ic3.gov/ (this is an FBI website)
The site's webhost - email their abuse department
Then post to as many forums, websites and blogs as you can so when anyone searches for their name, your scam report will show up
