once the nfl season is over....they line the teams according to their records....from lowest to highest....the superbowl champions going last of course...and the worst team first...then they get to pick in the draft according to that order....the worst team getting the 1st pick...........................the #1 pick can go to another team if the team lets him or can work some sort of trade with another team.... just like the trade that the giants did for eli manning...they gave up philip rivers and merriman....

Thats the jist of it unless there is some kind of trade. If there is a team tied with the same record the tiebreak goes to strength of schedule. : )
