I can say search the web my son had one but they are local not helping you. But anyone asking for money is a fraud the only true thing is that you will need head shots of your child, Hit they prefer plain tops no desgn not sure why so just different plain colored t-s you do not need to spend a lot of money on them you can go to your loval mall and have them done there. Tell them tehy are headshots for possible modeling and they will know what to do that is the first step headshots and I know in papers they are always scouting for commercials or local ads great place to start. If they are aking you for money to use your child they are a rip off agency all you need to spend money on is the head shots.

you can search Internet and some rules about agencies etc. I'm sure there must be a body which sets some ground rules to these agencies just like everything else... they might tell you what to notice when choosing an agency...

Don't put your baby into modeling. It gives him the message that looks are everything and that he is marketable, not by what he has in his brain and heart, but by how he looks.
Eating disorders and plastic surgery abound in the modeling field, and you cannot feel good about yourself without comparing yourself to the next model.
I wouldn't do it. Search within yourself if you are wanting to put him into modeling for your own selfish satisfaction and pride that you have a lovely baby.
I wouldn't do that to my baby.
There's an old Japanese proverb that essentially says, "There is but ONE most beautiful baby in the world...every mother has one".
