This refers to the fabric type the setting is meant for.

It will be a cooler setting, Its for polyster style stuff - usually trousers but also pleated skirts. If they are washed right they shouldn't need ironing, but sometimes they just need a touch up.

An older name for ironing was "pressing" these items will keep the creases where they are meant to be be it for trousers or a pleated skirt, so you dont need to work out where the crease should be, thus they are considered "permanent press".
