England is the best place but avoid London. It costs too much. There are other cities you could choose, Manchester, Birmingham and Leeds spring to mind.
I have visited Austria several times and it is a beautiful country. I have been to Landeck, Mayerhofen, Innsbruck, Salzberg and Vienna and driven through many other places. I envy you living there.

The Scottish school (primary and high school) education system is superior to Englands. Great Britain probably has the best education system in the world.
For university education, Oxford is probably the best, followed closely by Harvard in the USA.
London is very expensive and offers no real educational benefits compared to other places in the UK.
