I might say that public space - foyers, reception areas, waiting rooms are public - you do not need permission to be there. private space is inside the toilet stall, inside any room with a closed door (you gotta knock to get permission to enter), upstairs where there is a cord across the bottom of the stairs, or where a man is standing to prevent access (guard of some kind).
