I've tried the dimmer switch, but nothing changes. Could a bulb be burned out? If so, how do I replace it?

Most likely a bulb, but (sorry about this) it could also be a bad dimmer switch that has internally stuck in the high-resistance position. (A dimmer switch is just a variable resistor. Higher the resistance, the dimmer the lights.)

So...If the globes are okay and it's still dim...That's the next thing you check. Wellll...actually, even before you start pulling out bulbs, you can try giving the dimmer knob a wiggle while you turn it and see if that makes any difference. If it does, check that the knob isn't slipping. If the knob's good but wiggling it makes the lights change in brightness, you probably need to fit a new switch.

Bulbs should be fine if they are working at all. You most likely have a bad "dimmer" switch. It works on resitance in a coil that has a contact sliding over the coil. The coil maybe could be cleaned, but would be best to just replace the switch.
Don't overlook a bad ground. The dash lights of many vehicles have their own ground to the body and/or chassis of the vehicle. A loose ground or a coroded ground can give you electrical woes that you wouldn't believe.

You probably have burned out lights. You don't say what model you have, or year, so in general on the older cars you could reach up under the panel from behind and pull and replace the bulbs. Some cars require you to pull the panel off to access the bulbs.

when you say the dimer switch i am asuming you are talking about the switch you turn to make them go bright to dim graduly not the dimmer that controles headlights if its dim all over you may have a problem with your wires if its dim just in places remove the dash and swap the bulbs ...they do have bulbs that have a higher watage that will be brighter
