I'm not sure of the title. But it was a classic cartoon about these two spies, one in a black trench, the other in a white trench. I can't find anything about it on the web. I can't remember if it was Warner Bros, Hannah Barbera, etc. Appreciate any info you have.

It was 'Spy vs Spy' - originally from Mad Magazine.
"I Spy" was a show with Robert Culp and Bill Cosby playing spies.
