I have a few (in any order - this is not in ranking terms):
1) India. LTTE in Sri Lanka, Maoists in Nepal, Separatists in Bangladesh, and many many more. People don't realize that Indian government has been funding, encouraging and supporting terrorism a lot.
2) Bush and Blair - waging an illegal war (read my Yahoo! Answers profile where I have talked on Bush and Blair for International Criminal court and International Court of Justice)
3) Osama - But obvious!
4) Israel - for attacking anyone as it likes
5) Radical Islamists anywhere in the world
6) Separatists throughout the world.
7) Maoists terrorists in Nepal and India
Get rid of the the above 7 and you get a almost perfect world.

in response to namasaev's reply above, i must say that you are wrong. the world thinks that Nepalese people have chosen a democratic government but the Mao terrorists (with Inter Pol notice against them) and some dirty corrupt politicians have hijacked power and government there. so it is wrong to say that governments can't be led by terrorists. Bush said, Saddam was a supporter of terrorism but Saddam was chosen by his people through elections! You say Elections were wrong in Iraq during Saddam but the world knows that America has the most faulty election procedure! So bite your words. Governments are greatest supporter of terrorism - Indian government, the current Nepalese government, sometimes the Pakistan one, sometimes Iran, sometimes US and sometimes any other.

Bush employs terror tactics to get others to follow in his objectives. He also sends people to their death without a shred of evidence to support his cause. He uses the motivation of tragedies to forward his own agenda. He uses the support of the religious to gain power. There's no denying Osama Bin Laden is a terrible person, but how can ANYONE call Bush a better person and keep a straight face?

This question has gotten beyond old. If you honestly believe the President is a terrorist and even more so a greater terrorist than the leader of Al Queda, I suggest you either buy a prayer mat and a Koran, or invest in a good bomb shelter because you are going to need it.

UBL. By definition Bush can't be a terrorist. Terrorist don't represent any country's government. The choose to act outside of the confines of law.
Bush on the other hand has operated within the confines of the government. And when everything got started it was with HEAVY bi-partisan support. Of course with their fingers guaging the winds many Democrats have NOW changed their minds as to what they should have done.
