why congress gov. in cetre hates gujarat & gujarati people ?

recently centre cuts power supply , they did not help while floods , they put guj. out in farmers package, they are not giving permission for gas pipe line from a.p. , they stopped every infrastructre project like air port in surat ,golden quadrilatoral highway ,railway development, ....... gujaraties are not blind .
