Most traditional Central Business Districts, especially in cities that originated during the pre-automobile era, consist of a mix of industrial, commercial and high-density residential land uses. They also generally have some sort of open public space (squares, parks, etc). In many western cities that developed after the automobile became the primary mode of transportation, "downtown" CBD's are often just commercial centers with skyscrapers catering to the service industry. Look at downtown Los Angeles for example, it's deserted on nights and weekends because the only land use down there is commercial.
