ALL states allow noncitizen legal permanent residents and all those with work visas, certain student and business visas, journalist visas, etc. to get licenses. In many or most states licenses aren't needed if you have a valid license from a foreign country and are in the USA for less than a year. Florida will grant a Florida-only license to Canadians who spend part of the year in Florida ( http://www.hsmv.state.fl.us/ddl/faqkeys.html )
Foreigners accredited as diplomats and consuls and their families do not get licenses from states, they get them from the Protocol Office of the Dept of State in Washinggton DC.
The problem with this new uniform rule on refusing licenses to undocumented aliens (and to deadbeat dads, by the way) is that if they drive anyway their auto insurance is void. It isn't the illegal who suffers -- most are insolvent. It's the victim of the crash who doesn't get any money unless s/he has uninsured motorist cover.
Some drivers who live on the border can legally drive with a Canadian or Mexican license. It depends on the facts. (Those few lucky people whose homes straddle the Canadian border don't have to have 2 licenses.)
Some states are more sophisticated than others in understanding the immigration laws and in making exceptions in appropriate cases. All DMVs are supposed have trained experts now, but I've seen some rubbish on some states' Web sites.
ADDENDUM: Among the rubbish on a couple of state DMV sites is the rubbish urban myth that an INTERNATIONAL DRIVING LICENSE entitles you to drive. It's legally only a translation of your foreign license. Not needed if your foreign license is in English, Spanish or French (my Quebec one works fine in the USA; so do Puerto Rican and Mexican ones).

Illinois does. I live in a college town and they can get a license. What is really wrong is they give them a translator to take the test. Who knows who is really answering the questions. It is really scary when it snows here and they all decide to take a drive when they have never seen snow or ice.

There is an International drivers license that most states will recognized and you do not have to be an American.

There probably would be greater gerrymandering by ability of numerous state legislatures after this census. yet, how could gerrymandering interior states help in a presidential election? aside from Nebraska & Maine, each and each state is winner-take-fascinated in electors, and that i won't be able to think of all people gerrymandering the borders of the states themselves. after all, given each and all of the debate in Washington concerning the region, that's amazingly not likely that some form of blanket amesty like what you're conversing approximately would desire to get by way of Congress, whether Obama had to do it. (And if he did & would desire to, this kind of pass could income distinctive votes against him besides.)
