If the person is family, the Salvation Army can help. Otherwise your best bet would be the Electoral Registers providing, of course, that they are on the edited lists. If only on the full list, you can only get to see them if you go to the town hall where they are currently residing/registered, although not everyone does register and even if they do they are not obliged to register under their real name!
But let's assuming everything is straight forward, try 192.com or some of the other services who offer searches on the Electoral Roll. You can often search the index free, although would need to pay something in order to view the details, although some like 192 will let you earn credits by visiting sponsors or introducing people or whatever. Your local library may be able to offer a similar service free, but you'd need to ask.
It's not going to be easy but good luck.
Oh you could always try somewhere like Friends Reunited but again it depends whether or not they are registered there. Not everyone in the country is of course.

Most companies charge for this but you could try www.infobel.co.uk if the name isn't common as that has a list of the electoral role, or try www.friendsreunited.co.uk and see if they're listed on there.

If he isn't famous (for something!) he might be difficult to find. If you think his name might crop up in some paper, book, site, try Google-ing his name and see what turns up.
