I think you need a good story, a good angle, something non standard as a peg on which to start, getting your profile raised as an "Expert" then moving on from writing press release type stuff which others use to your own output which others merely edit and for which you hopefully get paid.
I have had zero sucess in interesting magazines because there are just a few specialised railway modelling magasines out there and my field of "expertise" is a very small part of this field, but I am quite adept at getting myself and associates publicity, and I write village news for our local papers, which is paid, but unless you have something odd with mainstream appeal to get you noticed then you have little chance, which ever way you make the approach...

Approach the features editor. Try phone them and make an appointment to see them personally. They're more likely to respond to this than any letters you send. Secondly, you need to be able produce a portfolio of your work and have a fresh idea of the kind of article you're going to write. No ones interested in what techniques work but why if you get my meaning.

I have wrote a few articles aswell. Look through other magazines if anything cactches your eye. contact the magazine and find out about the story then voila you have an article to write about!

Send in some sample articles and a proposal addressing things such as your potential audience, potential topics, and why this would be beneficial to their readers. Good Luck!
