Research on decibel level indicates that the jack hammer is the loudest, followed by the jet and the car. Good question. By the way, the air horn is considered one of the loudest.

My guess would be jet engine, but a jack hammer in an enclosed room would come pretty close.

Jet engine and jackhammer come close in terms of magnitude in decibels. Air raid siren and jet engine both share 140dB and jackhammer is rated at 130dB. Surprisingly (and ironically), a jet engine at take-off is only rated at 120dB (I am not sure if this is explained by the dopplar effect).
So here is the ranking:
140dB: jet engine
130dB: jackhammer
120dB: jet engine at take-off

I work under the flight line of a Joint reserve base. Jet engines at full thrust emit much more noise than any thing else I have ever heard.
