the quinine which makes the tonic bitter gets excited and emits light (fluorescence). The UV light is just the energy source

I think you can trust the above poster. I saw on Discovery a large and dark scorpion which didn't glow, so I guess the above answer might be accurate. Anyway, since I saw one that didn't glow, that means that not all the scorpions glow - right?
