You need both, the passport & the visa. You can apply for the passport first at the Department of Foreign Affairs in Roxas Boulevard. Call for requirements before going there. If my memory serves me right, you will be needing an old passport , that is if an old one was issued on you. Bring your birth certificate.
See the requirements for visa application at the website of the United States Embassy. Some of my friends had applied in the bank. Note, not all banks are affiliated with this. Before, the amount they paid was $100.00 or its equivalent.

You'll need a finance in the US who will sponsor your immigration petition for permanent resident, and since you're a guy, highly unlikely, though not impossible. Baring that, it is technically possible to be sponsored as a skilled worker if you had a unique highly useful skill and someone from the US were to hire you to come work in the US. Again, highly unlikely. Similarly, you might be permitted to study in the US if you are at the top of your class, on the way to becoming a scientist or other technical professional. Also, if you are a wealthy businessman, famous person, or politician with huge financial and familial ties to the Philippines you might be allowed a tourist visa. That's just the way it is. The US already allows more skilled workers, fiancees and students to enter the country than any other country in the world, so you can't say we're being unfair to anyone.

You can sneak in the wheel well of an airplane - no visa or passport required. When you get to the airport in the US, just run across the runway while dodging big airplanes and then jump the fence.

I was just kidding of course! Yes, you do need a visa and passport to go to the US. There are a lot of agencies in the Pihilippines to help get you to the US - for a price of course. Good Luck.

The Seychelles do, and the reason for it is because the names refer to a collective group of nations or states instead of a country. France for example comprises of France and France alone whereas the USA comprises of all of the states on the continent of North America amalgamted into a singular, hence The United States of America. Same as the UK is The United Kingdom of England, Scotland, Wales and Northern Ireland. In the same token, individually you have Tenerife and Gran Canaria, together with the rest of the islands in the group though you have THE Canary Islands It applies to The Congo because it's part of a description as the full name is The Democratic Republic of Congo (Hence why it is often shortened to DR Congo)

You need a passport and a visa. Requirements for passport application if through travel agency - a NSO birth certificate on security paper, 2 valid IDs like SSS, drivers license or any government professional IDs, if married (women only) marriage contract and the processing is minimum 7 working days. If you will apply as individual - a NSO birth certificate on security paper, 2 valid IDs like SSS, drivers license or any government professional IDs, if married (women only) marriage contract, baptismal certificate sand other old documents you have and the processing if express 3days. After you secure a passport, you will apply for US visa. Go to bank like BPI bank, pay the application form US$100, call US embassy to report your application no. and know the schedule of interview or log on to website of US embassy. Please prepare financial or bank statements, invitation or guarantee letter (depends on the status of your purpose to visit US) etc. the requirements are indicated on the visa application. for further queries, you can send me email at lindaltan@yahoo.com

With the immigration problem here in the states, it is almost impossible now with stricter requirements. The Consulars in the US Embassy will be more alert as to who they interview for tourist visas. You need solid sponsors in the US and a big fat bank account in the Phil. (don't try borrowing the money from someone since they will analyze your bank statements if you have any. They're basically looking for people who may "jump ship" or "TNTers".
