I'd start with Nazi Germany. They, like China had barbaric practices to control population, including killing of all persons who didn't fit into the "useful" populace, i.e. mentally retarded, hadicapped etc. The nazis, again like China, placed rules on reproduction, how many with whom, that sort of thing.

Japan is a good example to use for comparison. Even though they don’t have the billions of people that India and China have they have a huge population for the geographic size of their country. Japan has been overpopulated for over three hundred years. They have adopted a culture that promotes small families and they are very adept at voluntary birth control.
There are many other things that can be learned from Japan. They have low crime rates and people are very polite. They respect each other’s privacy since there is so little of it. I once ask a family while visiting Japan, how can you find intimacy in a house with paper walls? Their answer was that they go to the local hotels and hot spring resorts for their privacy. My point is that the day-to-day lack of privacy might be a component in not reproducing quite as often as other cultures might.

India would be an obvious choice.
I'd also consider Japan and Brazil. Since those nations are considered developed, their presence/absence of birth control would have a more significant impact on their population. Also, their major cities (especially Tokyo) have some of the higher population congestion rates in the world.

Japan and India both have population issues. Japan is far more crowded than the Islands and sustain for much longer and India has over I billion people now. Try those countries to start with....

India like the other people have suggested is good.
I would like to pose a different comparison. Japan. If you compared Japan and china you might also get to add what the difference in wealth and transparency of the political process has to do with fertility rates of women.

I would try India as it has the same problems, but has "tried" a different method. Just look up the subject in Indian government and you shoud get something.
Hope this helps, bu I am not a "master" at this type of subject, but I do know that India does have the same problems as China.
