I know that a "cloud" of hundreds (if not thousands) of baby _oysters_ is called spat... however a "cloud" of jellyfish is called larvae, which can cause bather's eruption, an affliction not often attributed to Republicans-- see http://www.medterms.com/script/main/art.asp?articlekey=16896

jellyfish there is no word for a group of them (most groups only refer to vertabrates)
