I'm amazed your sisters pc is faster with those specs; the only thing I can suggest is that you cut down some pf the programs that load on startup, and defragment your hard drive.
Then run a full spyware scan in Safe Mode in case you have spyware sharing your connection.
Also check for viruses while you're at it.
And see if you can upgrade to 512 mb RAM.
You'll find a list of software on my blog.

The Most common reason for a PC to run too slow due to more number of TSR (Terminal Stay Residents) - Nothing but the programs that run on your Task bar.
Some programs automatically start as soon as you log into the computer.
You may choose which program to run and remove the unwanted ones. This would speed up the computer
Procedure:
click on START, click on RUN, type MSCONFIG, click OK
You will get the "System Configuration Utility"
click on STARTUP tab, you would find the list of programs that start during login, un-check the ones that you don't want to boot.
Click on OK and restart the computer.
Also do a DISK CLEANUP and Disk Defragment. This should speedup your computer.
If it is still slow, increase the Virtual Memory on the computer

if the problem is your internet connection, then your computer specs shouldnt really matter.
Possible causes:
1. Spyware and/or trojans , viruses
2. Too many cookies
3. Firewall
4. Bad internet conection
Solutions
1. Make sure your anti-virus is running to delete trojans and virus
Download Ad-Aware to remove spyware its FREE
2. On the internet browser goto Tools --> Internet Options, now delete cookies, files, history, everything preaty much.
3. Sometimes your internet is not configured for your internet service provider so you get really slow. Try disabling your Firewall to see if this helps
4. Sometimes it is bad Lan cable wire, try using the wire thats going to your sisters computer. Also, it maybe that her connection is much better try your computer in her room.
If you are using wireless than you might be out of range so get closer to the wireless router
Hope this helps :P

Sounds like you need to clear your cache out. If your on the internet alot your computer will store all the pages you access along with cookies from many of them. This takes up space on your computer's hard drive. Delete all that and your computer should run faster.

Try unistalling some programs you no longer use. And use the Disk Defragmenter. You'll find out later that your computer will work twice as fast than before.
